Cross-party Parliamentary report highlights Healthtech-1 unlocking access to care.

LONDON, ENGLAND (10th September 2026) — Healthtech-1 features in First Point of Care, a new cross-party report on primary care access published this week by Policy Connect and the All-Party Parliamentary Health Group.

The report follows a cross-party inquiry co-chaired by Dr Simon Opher MP, Lord Kamall of Edmonton, Jess Brown-Fuller MP and Sadik Al-Hassan MP, which took evidence from professional bodies, patient organisations, academic institutions, NHS providers and the voluntary sector. It examines general practice, community pharmacy, NHS dentistry and optometry together, on the basis that patients do not experience them as four separate systems.

Matthew Payne, Head of Policy and Marketing at Healthtech-1, gave oral evidence to the All-Party Parliamentary Health Group's expert witness panel in late 2025. His evidence has been cited throughout the report, with Healthtech-1's Bookable and Automated Registrations platforms being highlighted.

Among its findings, the inquiry identifies registration failures, fragmented care and national access measures that count only the patients who were seen – not those who gave up trying.

"This is the first report in a while to treat the front door as one thing rather than four," said Matthew, Head of Policy and Marketing at Healthtech-1. "Patients don't care which contract paid for their appointment. They care whether they got to the right place, first time. The inquiry has put a cross-party, four-sector framing behind a problem the sector has been describing in silos for years."

Healthtech-1 develops automation tools used by 26% of England's GP practices. From its base inside an East London GP practice, the team of 45 works alongside administrators and clinicians to reduce administrative burden and redefine how patients access care.

"Registration is where access starts, and it's where too many patients fall out of the system before they've entered it," said Raj, Co-founder and CEO of Healthtech-1. "The 10 Year Health Plan asks for a shift from analogue to digital and from hospital to community. In a quarter of England's GP practices, that shift has already happened. And it matters most for the people the system loses first – patients with no fixed address, no documents, or no reason to believe the front door will open for them. Getting those patients registered and seen, first time, is what unlocking access actually means."
